The International Game Fish Association (IGFA) has introduced a program to train certified observers for offshore fishing tournaments. According to the IGFA, the program will reduce rule disputes that have occasionally marred tournaments in the past. Created by Bill Gooch of the Virginia Beach Red, White and Blue Tournament, the daylong training course will provide potential observers with a manual and presentations by experienced instructors.
