When surf fishing with worms, I came up with a bait-holder setup using a circle hook and a pin. I snell the pin to the hook shank, then clip the pin so it’s 1/4-inch long. Then I slide the worm up and over the pin, and it stays right in place. Keep the pinhead above the knot so it won’t fall out. Sometimes I dab a bit of super glue on the pinhead for an even stronger hold.
