I don't think NOAA plans to force catch shares on the recreational fishery, but they obviously would like to do it with charter boats, who I've never considered as purely recreational anyway. But I think it should be left up to the charter fleets in question to decide ...

I disagree, this bill will stop importation from the Pacific, with the notable exception of Hawaii, and will do a LOT to help. Closing down California will be a great thing.
