The Conservation and Reinvestment Act (CARA) was reintroduced to the 107th Congress by Senator Mary L. Landrieu (D-LA). The bill proposes to reinvest $3.1 billion, a portion of the federal revenues from offshore oil and gas production, into state-based wildlife and coastal conservation, among other goals.

In the 106th Congress, which ended last year, CARA garnered the support of more than two-thirds of the Senate. A coalition of 6,000 organizations, businesses, and elected officials has generated support for CARA across the nation. While CARA passed the House with a three-to-one majority, the congressional session ended before the bill reached the Senate floor.
