when fish are stacked in the water column,4-12 feet,many how do you get them to strike

fish show on the finder,coming and coming--they never seem to stop. yet i have thrown everything to them and they wont hit...once in a while i will incur a strike from a jig,but nothing consistent..have read georges fishing logic---but nothing in there...i would lke to talk to george.i met him in atlantic city.
